l’obtention du pardon de Wilbert Coffin
Monsieur le premier Ministre,
Le 4 mars 2014, j’ai envoyé une
requête aux honorables ministres de la Justice et de la Sécurité publique les
priant d’accorder le pardon à Wilbert Coffin. Depuis, je n’ai reçu que quelques
lettres de l’avocat général du Groupe de révision des condamnations criminelles.
Pour moi, Wilbert Coffin n’est pas victime d’une erreur judiciaire, mais si par
impossible le procès de Coffin avait lieu aujourd’hui, comme avocat, je
mettrais en preuve le stress post-traumatique et l’abus d’alcool comme moyens
de défense, sachant qu’il a servi cinq années dans les Forces armées
canadiennes d’outre-mer pendant la Seconde Guerre mondiale.
Permettez-moi de vous rappeler
qu’une motion adoptée par le Parlement, en février 2007, demandait au GRCC de
revoir l’affaire Coffin. Entre autres choses, on m’informe que vos ministres
attendent l’avis de l’Association in Defence of the Wrongly Convicted avant de
poursuivre cette affaire. Mais on m’informe aussi qu’AIDWIC ne manifeste plus d’intérêt
dans l’affaire Coffin. Quoi qu’il en soit, je ne comprends pas pourquoi des
ministres de la Couronne devraient attendre un avis d’un organisme sans but
lucratif pour exercer leurs pouvoirs. Le GRCC traîne cette affaire depuis le 6
février 2007. Je doute même qu’il ait la volonté de donner suite à la motion
adoptée par le Parlement.

Plusieurs députés fédéraux, y
compris l’actuel ministre de la Sécurité publique, ont promis d’appuyer la
famille Coffin dans sa demande. Marie Coffin, la sœur de Wilbert, a cru en
leurs promesses et a fait le tour de la Gaspésie pour vendre des calendriers
dans l’espoir que l’argent qu’elle recueillerait aiderait la cause de son
frère.
Je vous demande pour Wilbert
Coffin la même grâce que celle que la reine a accordée à Alain Turing, en
décembre 2013, et celle que vous avez accordée à des concitoyens canadiens, en
août 2012.
À titre de premier ministre et
commandant en chef des forces armées canadiennes, en graciant Wilbert Coffin,
vous manifesteriez de la compassion envers la famille Coffin et tout le peuple
canadien qui porte cette affaire dans son cœur depuis plus de cinquante années.
Vous accompliriez en même temps le voeu exprimé par le Parlement dans sa motion
du 6 février 2007 et mettriez fin à cette déplorable affaire

Request for Wilbert Coffin's pardon
Mister Prime Minister,
On the 4th of March 2014, I sent a request to the Honourable
Ministers of Justice and Public Safety asking them to pardon Wilbert Coffin.
Since then, I only have received a few letters from the General Counsel of the
Criminal Conviction Review Group. There is no doubt in my mind that Wilbert
Coffin was not victim of a miscarriage of justice, but if the impossible were
to happen and Coffin’s trial were held today I would, as a lawyer, introduce in
evidence post-traumatic stress and abuse of alcohol as a means of defence,
knowing that he served five years overseas in the Canadian Armed Forces during
the Second World War.
Let me remind
you that a motion passed by Parliament in February 2007 requested the CCRG to
review this affair. Among other things, I am told that your Ministers are
expecting the advice of the Association in Defence of the Wrongly Convicted before
proceeding with this affair. But I am also told that AIDWIC has no more
interest in this affair. Whatever may be, I cannot understand why Crown
Ministers would have to wait for the advice of a nonprofit organization to
exercise their powers. CCRG has been
dragging this affair since February 2007. I doubt that it is even in its view
to bring it to fruition.
Several members of Parliament, including your current
Minister of Public Safety, have pledged their support to the Coffin family. Marie Coffin,

Wilbert's sister believed their promises and went
around the Gaspé Peninsula selling calendars in the hope that the money she
collected would help her brother's case.
What I request from you for Wilbert Coffin is the same
pardon the Queen granted to Alan Turing in December 2013 and the pardon you
granted to fellow Canadians in August 2012.
As Prime Minister and Commander-in-Chief of the
Canadian Armed Forces, by granting pardon to Wilbert Coffin, you will show
compassion to the Coffin family and the Canadian people who bear this affair in
their heart for more than fifty years. You would at the same time accomplish
the will that Parliament expressed in its motion of the 7th of
February 2007 and put an end to this deplorable affair.
I am confident, Mr. Prime Minister, that you will lend
an attentive ear to my request and that you will grant pardon to Wilbert
Coffin.
